Ah.

Nope, I only made one attempt per song, when it got declined, I didn't
attempt further. Yeah the bank was probably talking about me. I guess in
the future I'll just get Google Play gift cards!!! Lesson learned. And
don't worry I'm not going to drop hundreds of dollars on music. Literally
all I want at this point is that one album that got declined lol... Sorry
for the hassle! I guess just tell them it was me, and if the card's on hold
or on look out by the bank, tell them to not worry because I have it :)
